A monthly stipend of Rs: 1,500/- is being sanctioned to writers/artists who are facing financial difficulties who have served for the development of art, literature and culture of the country.

Application for specific monthly pensions should be submitted through the respective District Assistant Director, Department of Kannada and Culture.
Persons who have rendered substantial services for 25 years in the fields of literature, music, dance, drama, folklore, Yakshagana, fine arts and sculpture, but presently are in distress conditions, can apply for monthly pensions.
Age of the applying writers and artists should be 58 years or above. An affidavit confirming their age issued by the educational institution or obtained from the court should be submitted along with the application.
Artists should provide the annual income certificate obtained from Tehsildar (Maximum cap for the annual income is Rs.40,000-00 for rural areas and Rs. 50,000-00 for urban areas).
An application for grant of monthly pension is considered if the artist applying is disabled, aged 40 years or more or have rendered at least 20 years of service in respective fields, an application for grant of massage will be considered. Artists applying for pension must submit medical documents, confirming their disability.
Recipients of old age pension, widow pension, disability pension or beneficiaries of other pension schemes from the State or Central Government, including a fixed pension, should not exceed the prescribed income limit.
Applicants have to fill and put their signature in three color triplicate application form for pension. Complete address has to be entered. Necessary, original certificates of their service and achievement or documents attested by a gazette officer must be submitted to the Assistant Director of the respective district.
Two recent photographs should be attached with the application. Photographs should be attested by a gazetted officer.
